ITASCA COUNTY HEALTH &
HUMAN SERVICES (ICHHS) BOARD
OFFICIAL PROCEEDINGS
December 15, 2009

Pursuant to adjournment, the Itasca County Health & Human Services (ICHHS) Board met on Tuesday, December 15, 2009 in the Itasca County Board Room with the following members present:  Chairperson Commissioner Rusty Eichorn (Dist. #4), Vice Chairperson Commissioner Catherine McLynn (Dist. #2), Commissioner Lori Dowling (Dist. #1), Commissioner Karen Burthwick (Dist. #3), and Commissioner Mark Mandich (Dist. #5).

Chairperson Rusty Eichorn called the meeting to order at 1:00 P.M.

Minutes of November 24, 2009:

A motion was made by Commissioner McLynn, and seconded by Commissioner Burthwick to approve the November 24, 2009 minutes as written.  Ayes – Dist. #1, #2, #3, #4, and #5.  Nays – None.   Motion carried.

Consent Agenda (CA):

A motion was made by Commissioner Mandich, and seconded by Commissioner Dowling to approve the warrants in the amount of $629,913.98, and approve the rest of the Consent Agenda.   Ayes – Dist. #1, #2, #3, #4, and #5.  Nays – None.   Motion carried.

1. Total payment of Warrants was $629,913.98; handout was disseminated showing the breakout.
2. Accept the Minutes of the November 17, 2009 Elder Circle Aging Network Meeting. (Ex. B2)
3. Set ICHHS Board meeting date/time/location for 2010, 4th Tuesday at 1:00 pm in the County Boardroom. (Ex. B 3)
4. Approve and accept the declining of all Energy Management System Bids. (Ex. B 4)
5. Approve and accept the 2010 Purchase of Service Contracts. (Ex. B 5).

 

Additions/Corrections to Agenda:

A motion was made by Commissioner McLynn and seconded by Commissioner Mandich to approve the Agenda as presented.  Ayes – Dist. #1, #2, #3, #4, and #5.  Nays – None.   Motion carried.

Reports:

ICHHS Advisory Committee Meeting Minutes of December 10, 2009:

Peter Lotti, representing District #4, gave a brief overview of the December 10, 2009 Advisory Committee Meeting.  Highlight of the meeting was the presentation by Arrowhead Transit. 

A motion was made by Commissioner McLynn and seconded by Commissioner Mandich to accept the minutes of the December 10, 2009 ICHHS Advisory Committee Meeting, with said  Minutes to reflect the following changes:  Arrowhead Transit also services the communities of Cohasset, Northome, and Squaw Lake;  typo in the date of meeting, which should be December 10th and not December 19th.  Ayes – Dist. #1, #2, #3, #4, and #5.  Nays – None.  Motion carried.

Arrowhead Transit Update:

James Madden and Pam Smith from Arrowhead Transit provided a power point presentation.  Pam stated that Arrowhead Transit is a public transportation service, owned and operated by AEOA, and has been public transportation since 1974.  All buses are handicap accessible, and drivers undergo extensive training.    There are no age or income guidelines.  Some of the communities serviced by Arrowhead Transit are: Nashwauk, Keewatin, Bovey, Calumet, Coleraine, Marble, Hill City, Grand Rapids, Remer, Taconite, Northome, Cohasset, and Squaw Lake. 

Arrowhead Transit also offers an unlimited use pass for Grand Rapids.  For $25.00, anyone can ride the bus as many times as they want for the entire month.  For those over the age of 90, they can ride the bus for “free” any time and all the time!

James and Pam were thanked for their presentation.

ICHHS DIVISION UPDATES:

Eric Villeneuve, Business-Fiscal Division

Remodel of IRC Front Lobby Restrooms:     

Eric stated that they are considering the remodel of the front restrooms in the front lobby.  The restrooms have not been remodeled since 1986, and want to make sure they are ADA compliant, etc.  Cost for the project would come out of the IRC Building Fund.

The board authorized Eric to obtain quotes and come back before the board for further consideration.

Brett Skyles, CBP (IMCare) Division

2010 DHS Contracts:

Brett told the board that Dr. Ron Johnson, Medical Director for IMCare, will be retiring in January.  Dr. Shara Pehl will be coming on board as his replacement.                                   

Brett stated they have wrapped up their contract session with DHS and the Feds, which started in August 2009, and will need chairperson signature on the contracts.

A motion was made by Catherine McLynn and seconded by Karen Burthwick to authorize county board signature on the contracts.

The annual conflict of interest policies will also need to be signed by each county board member.

Sue Erzar, Public Health (PH) Division

Influenza Update:

Lester provided a brief influenza update, in Sue’s absence.   Public Health has been working on their health improvement plan, as well as keeping up with the seasonal flu vaccine and the H1N1 clinics.  H1N1 vaccine is now available for the general public. The next Public Health clinic to provide H1N1 vaccines is Wednesday, December 30th from 2:00 – 5:00 pm at the Grand Rapids Middle School.  There will be no charge for the vaccine!

Becky Lauer, F&CS Division

Children & Family Services Review

Becky stated that they will be undergoing the second round of Children & Family Services Review by DHS during the week of January 11-15, 2010.  DHS has randomly chosen 8 cases from the agency.   ICHHS staff will be involved in the review.

Director:  Lester L. Kachinske: 

Sexual Assault Nurse Examiner Program-Amanda Ysen/IAASA

Lester introduced Amanda Ysen from Itasca Alliance Against Sexual Assault.  Amanda talked about the services they provide to Itasca County, and the federal stimulus grant IAASA recently received to develop a Sexual Assault Nurse Examiner Program.

2010 Legislative Positions Summaries

Lester reviewed the 2010 Legislative Positions Summaries.  Over the past several days, there have been a lot of discussions surrounding the cuts in GAMC.

Lester recommended that this (2010 Legislative Positions Summaries) be added to the 2010 Itasca County Legislative Platform.

A motion was made by Commissioner Mandich and seconded by Commissioner Burthwick to add the Positions Summaries to the 2010 Itasca County Legislative Platform.  Ayes – Dist. #1, #2, #3, #4, and #5.  Nays – None.  Motion carried.

Lester will provide further information at the January ICHHS Board Meeting regarding the GAMC issue.

IMCare News:

IMcare News is an information piece and Lester stated that if commissioners had any questions, they could contact Brett in IMCare

Commissioners’ Concerns:

There were no commissioners concerns.  Chairperson Eichorn wished everyone a happy holiday season.

There being no further business to come before the ICHHS Board, the meeting was adjourned at 1:45 pm.
