UPDATES:
Eric Villeneuve,
Business - Fiscal Division
- Child Support
Disbursement Update for 2008 & 1st half for 2009
- Eric reviewed ICHHS Child
Support Monthly Disbursements for 2008 and the first half of
2009. In 2008, they collected and disbursed over $6.4 million
(slightly more than 2008). The first half of 2009, showed
approximately $3.2 million collected and disbursed.
Caseload sizes have
maintained at an average of 316 cases/per Child Support Officer, since
2002.
Brett Skyles, CBP (IMCare) Division
- External Posting for
Medical Accounting Technician
- Brett asked the board for
approval of the posting and filling of an IMCare Medical
Accounting Technician, on an Open Competitive Basis, as there were
no internal applications received.
IMCare’s MAT’s are
responsible for the correct claims payment of over 120,000 claims per
year. These claims need to be paid in a timely manner to avoid
interest and penalty payments. Workloads of MAT’s has increased over
the past few years, with the addition of Medicare (over 6 million in
revenue). Brett added that all costs for this position, including
benefits, will be borne by IMCare capitation revenues; no county levy
dollars required.
A motion was made
by Commissioner McLynn, and seconded by Commissioner Eichorn to
authorize the external posting and filling of one Regular F/T Medical
Accounting Technician in the ICHHS IMCare Unit, with costs for this
position to be borne by IMCare capitation revenues.. Ayes – Dist. #1,
#2, #3, and #4. Nays – None. Absent – Dist. #5. Motion carried.
Sue Erzar, Public
Health (PH) Division
- Public Health Update
- Sue reported that ICHHS
Public Health has received a $500 Child Passenger Safety Grant
thru AAA, which took affect July 1, 2009. Sue added that ICHHS
Public Health with be partnering with the Grand Rapids Police
Dept, to provide child passenger safety education, and distribute
car/booster seats to those families who qualify.

parents/families to visit regarding car seats/booster seats is:
www.carseatsmadesimple.org . They can obtain information on what the
laws are now, etc.
Becky Lauer, F&CS
Division
- Children’s Mental Health
RFP Update
- Becky provided information
on three (3) Children’s Mental Health RFPs received by ICHHS. All
three providers completed the applications and returned the
necessary documents, which were outlined in the bid
specifications. Becky and Brett Skyles (IMCare Division Manager)
are continuing to work on the bids received. An RBA on the
awarding of contracts will come forward to the August ICHHS Board
Meeting, with said contracts to become effective September 1,
2009. Discussion followed.

- Adult Foster Care
Contract Update
- Becky updated the
commissioners on the recent resignation of the Adult Foster Care
Licensor. ICHHS has had a contract for adult foster care
licensing, and with this resignation, Becky and Brett are
exploring the possibility/option of bringing this position
“in-house” and redesigning the duties (of position), while
providing a savings to the county. An RBA with be forthcoming at
a later meeting.
Lester L. Kachinske:
IRC Survey
Lester discussed
the recent IRC Survey results with the Board. The survey, was a
result of an initiative, through the Blandin Foundation, to study
poverty in Itasca County. Overall, the responses received from 131
participants, were positive. The survey had been conducted between
September 2008 and February 2009 at the IRC, and were all
face-to-face.
Lester will be
meeting with Director of First Call for Help (Sheila Hart), and the
Director of Kootasca (Barb Dorry to further discuss the IRC Survey
results, and any action plans of/for the respective agencies.
Update on
Redesign Legislation
Lester reported that
Irene Koski, Coordinator, and he attend a redesign legislation
session, which was sponsored by AMC, and held at Beltrami County The
presentation was a summary of what legislature passed, in terms of
counties having the option of looking for sharing or joining services
with other counties. A subcommittee has been established to identify
and develop performance standards. Lester will continue to keep the
county board informed of the direction of the subcommittee.
Tribal Summit
Meeting
Lester reported that
Irene Koski, Commissioner Burthwick, and he attended the Tribal Summit
Meeting Session, held in Walker on July 15, 2009.
Discussion took place regarding an invitation the Association of
Minnesota Counties (AMC) received from the Minnesota Indian Affairs
Council (MIAC) for a joint summit between counties and tribes,
tentatively scheduled for October. The Tribal County Summit suggested
that the invitation be accepted and AMC indicated that more
information would be provided after further meetings between AMC and
MIAC. It is expected that some type of planning committee for the
summit will be created that will have county officials and tribal
government officials working to create an agenda and to work out other
meeting details. with counties and reservations.
Commissioner Dowling
has been appointed to serve on the Planning Committee for as a county
representative.
