ITASCA COUNTY HEALTH &
HUMAN SERVICES (ICHHS) BOARD
OFFICIAL PROCEEDINGS
April 22, 2008

Pursuant to adjournment, the Itasca County Health & Human Services (ICHHS) Board met on Tuesday, April 22, 2008 in the Itasca County Board Room with the following members present: Chairperson Lori Dowling (Dist. 1), Commissioner Catherine McLynn (Dist. 2), Commissioner Karen Burthwick (Dist. 3), and Commissioner Mark Mandich (Dist. 5). Absent: Commissioner Rusty Eichorn (Dist. 4)

Chairperson Lori Dowling called the meeting to order at 1:00 P.M.

Minutes of March 25, 2008:

Motion by Commissioner Mandich, seconded by Commissioner Eichorn to approve the March 25, 2008 minutes as written. Ayes – Dist. #1, #2, #3, and #5. Nays – None. Absent – Dist. #4. Motion carried.

Consent Agenda (CA):

Motion by Commissioner McLynn, seconded by Commissioner Mandich to approve the warrants in the amount of $1,114,389.72, pull Consent Agenda item B. 5 (Approve and accept the Invest Early Contract between ICHHS/Public Health and Independent School District #6070, Itasca Areas School Collaborative (IASC), for the period June1, 2007 – June 20, 2008) and approve the rest of the Consent Agenda. Ayes – Dist. #1, #2, #3, and #5; Nays – None. Absent – Dist. #4. Motion carried.

1. Total payment of Warrants is $1,114,389.72; handout was disseminated showing breakout of expenditures.
2. Approve and accept the Home and Community Based Services Contract between ICHHS and Guardian Home Health Care, Inc., 204 NW 4th Ave, #4, Grand Rapids, MN, for the period beginning April 1, 2008 – December 31, 2008. (Ex. B.2)
3. Approve and accept the memo from Commissioner Cal Ludeman, MN Department of Human Services, for ICHHS perfect performance in meeting DHS financial reporting requirements for calendar year 2007. (Ex. B 3)
4. Accept the Minutes of the March 19, 2008 Elder Circle Aging Network Meeting. (Ex. B. 4)
6. Approve and accept the contract between ICHHS and AEOA for the "Free At Last" Program, to provide independent living skill straining for youth in foster care, for the period January 1, 2008 – December 31, 2008. (Ex. B 6)
7. Approve and accept out-of-state travel for two IMCare employees to attend DST users Group Conference in Las Vegas, Nevada. (Ex. B 7)

 

Additions/Corrections to Agenda:

Motion by Commissioner Mandich, seconded by Commissioner Burthwick to place Exhibit B. 5 (Approve and accept the Invest Early Contract between ICHHS/Public Health and Independent School District #6070, Itasca Areas School Collaborative (IASC), for the period June1, 2007 – June 20, 2008) under the Public Health Division Manager Report, and approve the rest of the Regular Agenda. Ayes – Dist. #1, #2, #3, and #5; Nays – None. Absent – Dist. #4. Motion carried.

REPORTS:

Acknowledge receipt of, and accept the April 10, 2008 Health & Human Services Advisory Committee (HHSAC) Minutes:

Peg Clayton gave a recap of the April 10, 2008 ICHHS Advisory Committee Meeting. It was the recommendation of the Advisory Committee that the ICHHS Board add the rural health plan high priority items to their legislative platform for 2008. Motion by Commissioner Burthwick, seconded by Commissioner McLynn to acknowledge receipt of and accept the April 10, 2008 ICHHS Advisory Committee Minutes. Ayes – Dist. #1, #2, #3, and #5; Nays – None. Absent – Dist. #4. Motion carried.

ICHHS DIVISION UPDATES:

Eric Villeneuve, Business-Fiscal Division

2007 Cash Balance

Eric reviewed the cash balance comparison for the years 2003 – 2007 with the board. Eric pointed out that in 2003 the state cuts to balance the budget, put levy limits on the counties.

Brett Skyles, CBP (IMCare) Division

IMCare Annual Audit Review

Brett reviewed the 2007 audit results and report of the board of directors, with the board. Brett added that there were no negative opinions; no unusual transactions/disagreements or difficulties as a result of the audit.

Sue Erzar, Public Health (PH) Division

Earth Day - Betsy Whirley

Earth Day, as per Betsy, was first recognized in 1970 as a day to increase awareness about the need to protect our environment. Earth Day is now celebrated world wide, crossing religious, cultural and political lines.

Betsy stated that both the Courthouse and the Itasca Resource Center have a display set up, which feature reading materials, totes for purchase, and Earth Day Websites which have tips on trying to reduce energy, etc.

Consent Agenda Exhibit B. 5:

The Professional Services Agreement between ICHHS and Independent School, District #6070 was discussed. Question arose regarding the $50.00 per hour rate of pay. ICHHS Public Health will provide the services within the contract, and be paid at a rate of $50/hour.

A motion was made by Commissioner Mandich, seconded by Commissioner Burthwick to approve and accept the Invest Early Contract between ICHHS/Public Health and Independent School District #6070, Itasca Areas School Collaborative (IASC), for the period June1, 2007 – June 20, 2008. Ayes – Dist. #1, #2, #3, and #5; Nays – None. Absent – Dist. #4. Motion carried.

Marian Barcus, F&CS Division

Parents Works:

Parent Works is an intervention program that was originally created in Crow Wing County.

ICHHS learned about the program through CJI (Children’s Justice Initiative) two years ago. The program is focused on helping parents reunite with their children, thereby consolidating the treatment process, increasing the number of children returned to parents, and resulting in shorter out-of-home placements/costs.

Director: Lester L. Kachinske:

Legislative Update

Lester reviewed HR5613 which would delay the implementation of targeted case management cuts until 2009. Lester stated that there is a fair amount of support for this bill.

A motion was made by Commissioner McLynn, and seconded by Commissioner Mandich to send a letter to Congressmen Bachmann, Ramstad and Kline, from the ICHHS Board of Commissioners, in support of HR5613. Ayes – Dist. #1, #2, #3, and #5; Nays – None. Absent – Dist. #4. Motion carried.

The budget shortfall of $935M for 2009 has not been settled yet.

More discussion on the bonding bill will be held at 3:15 pm today at the County Board Meeting.

Lester extended an invitation to the commissioners on the Leech Lake Tribal celebration of the beginning of the Pilot Child Welfare Program. The celebration will be held on Wednesday, April 30th from 10:00 am until 2:00 pm at the Northern Lights Casino Hotel, and will include a Program and luncheon. Commissioners interested in attending can contact Lester prior to April 30th.

Commissioners Concerns:

Commissioner Dowling announced that the Grand Rapids Crop Hunger Walk will be held on Sunday, April 27th, with registration to begin at 1:30 pm at the Presbyterian Church in Grand Rapids. The walk starts at 2:00 pm and ends at 4:00 pm.

Adjournment.

There being no further business to come before the ICHHS Board, Chairperson Dowling adjourned the meeting at 1:46 pm.
